Yes, on Solana devnet. When a payout meets its policy and approval threshold, an Admin executes a real devnet SOL transfer and the transaction signature is recorded.
For approvals and execution, yes — Phantom on devnet. You can set up a treasury and define rules without connecting, but signing and executing require a wallet.
